I have stored an Array of documents for Download. These documents are the Standard Bidding Documents that should, or usually, accompany a Tender Document that is handed out by a State Owned Entity, and utilised in their Tender Briefing Meetings.
It is always better to insert these documents into a Tender, inspite of them being mistakenly left out.
Of course you would have recourse against any Entity that would want to query why you have not submitted them, if they did not state that they will be adjudicated as part of the mandatory requirements.
However, there can be no recourse against External Auditors who have been petitioned by a Disgruntled Tenderer to Audit the Tender Document, Award Process and its’ Outcome.
It’s better to be safe than sorry!
